I have a number of warm climate reptiles which will eventually outgrow their current enclosures and eventually need to be kept in an enclosure to big for the inside of my house. I was wondering how to go about designing, planning, and constructing such an enclosure.

I am not sure how you would go about designing it to be honest, but I would suggest double glazing anyway to conserve heat and save you some money. What species are you thinking about. I have seen zoos with tortoise greenhouses with removable roofs to allow UV in on warm days.

Marginated tortoises, which wouldn't need heating in the summer, and bearded dragons which would need it year round.

I would recomend a heated insulated shed with a door to an outdoor enclosure for the tortoises.
If you must keep the beardies outside then a double glazed green house or conservetory should be ok.
